PROJECT OVERVIEW

From flood-risk information to better investment decisions

Heavy rainfall and river flooding pose growing challenges for municipalities, property portfolios and infrastructure operators. Existing flood maps and technical studies provide important information about where flooding may occur. However, decision-makers often still lack a scalable and practical way to understand the potential consequences for individual buildings and compare the value of different adaptation measures. The “Flood-AdaptationReturn” project aims to close this gap. Resilens is developing a digital decision-support solution that combines flood-risk information with building characteristics and the expected impact of adaptation measures. The goal is to translate complex scientific and technical information into understandable indicators for risk reduction, avoided costs and return on investment. This will help users understand not only where risks are highest, but also where adaptation investments can create the greatest impact.

Flood impacts depend on many interconnected factors, while relevant local data is often scattered, inconsistent or incomplete. Even where data is available, it can require specialist expertise to interpret, combine and translate into practical adaptation and investment decisions.

The solution will help users assess risks from heavy rainfall and river flooding across individual buildings and larger portfolios.

Users will be able to explore and compare different types of adaptation measures, including property-level protection, technical infrastructure and nature-based solutions.

The solution will translate risk reduction into decision-relevant indicators such as avoided damage and disruption, avoided costs, cost-benefit ratios, return on investment, wider environmental and social benefits and transparent information about data quality and uncertainty

The objective is to support transparent, evidence-based adaptation decisions rather than provide another standalone risk score.
